Abu Dhabi has frozen rent increases at 0% for residential, commercial and industrial properties. Here's what the decision means for tenants and the market.

What changed on June 2
Abu Dhabi announced that the cap on rental increases has been reduced from 5 per cent to 0 per cent. The freeze applies to residential, commercial and industrial properties and will remain in place until further notice. Landlords cannot raise rents on contracts renewed during the freeze period, and the renewal amount must match the last registered Tawtheeq contract.
Why the freeze happened now
The Abu Dhabi Real Estate Centre said demand has consistently exceeded supply over the past three years, pushing occupancy rates to record highs. New lease prices have risen 15 per cent across Abu Dhabi and 23 per cent in investment zones compared to last year. The freeze is aimed at creating a predictable, people-centred residential environment where households and businesses can plan with confidence.
What tenants are saying
For many residents, the timing is critical. One Emirati tenant with a family of eight had received a notice from his landlord seeking renewal only if he accepted a 5 per cent increase. The freeze turned a difficult renewal into a moment of reprieve. Other tenants note that rising fuel and goods prices have already stretched household budgets, and a rent hike would have forced difficult decisions.
What the freeze does not cover
The freeze is not retrospective. Contracts renewed and registered before the June 2 circular was issued remain unchanged, with the 0 per cent cap applying only from the date of the announcement. Tenants should check their renewal date and Tawtheeq registration status to confirm whether the freeze applies to them.
